Uber and Wayve secure first robotaxi permit for London

Uber and technology partner Wayve have received approval to carry passengers in automated vehicles in London. The pilot is due to begin this summer, although safety drivers will remain on board initially. The move gives the companies a first opportunity to test their planned robotaxi service with selected members of the public in one of Europe’s most complex urban traffic environments.
The first journeys will use a small fleet of modified Ford Mustang Mach-E vehicles bookable through Uber’s platform. No exact launch date has yet been announced. Uber says more than 100,000 people in London have already expressed interest in taking a robotaxi ride, although any transition from pilot operation to a regular service will depend on test results and further regulatory approvals.
How does Wayve’s driving software work?
The automated-driving technology comes from British software company Wayve. Its approach differs from many conventional systems because the driving software is designed to learn from large volumes of data and observed road behaviour rather than relying on extensive location-specific programming. This AI-first approach to autonomous driving is intended to help the system handle different traffic situations with less re-engineering for each new operating area.
London will provide a demanding real-world test. Dense traffic, cyclists, pedestrians, buses and highly variable road layouts create a challenging environment for perception and decision-making. For Wayve, carrying passengers also provides an opportunity to assess its software under operational conditions. The company already works with several vehicle manufacturers and mobility providers.
Why is Uber building an open robotaxi platform?
Uber previously developed its own autonomous-driving technology. Following a fatal crash involving one of its test vehicles, the US company ended that programme and changed direction. Its current strategy is to integrate robotaxi fleets from multiple technology partners into the Uber platform rather than develop the complete driving system itself.
That model is already being used in several US cities, where autonomous rides can be booked through the Uber app, including services involving Waymo. Uber is also preparing further fleets with automotive and technology partners. Together with Nuro and Lucid, it plans to deploy around 20,000 automated vehicles over the longer term, illustrating how ride-hailing platforms are becoming an integration layer between vehicle makers, autonomy developers and customers.
Why is London becoming a European robotaxi test bed?
The UK is increasingly emerging as a European testing ground for autonomous ride-hailing. Alongside Uber and Wayve, Waymo is preparing to enter London and has announced plans to begin operations during 2026, although no exact date has been given. Its international robotaxi expansion into London follows commercial deployment in several US cities, where the company says its fleet now completes more than 500,000 paid rides each week.
Chinese technology group Baidu has also begun self-driving vehicle tests in the British capital. Its activities form part of a wider push by Baidu into autonomous mobility in Europe, bringing another technical and commercial model into London’s increasingly crowded robotaxi landscape.
What still separates pilots from commercial scale?
Despite the growing number of projects, Europe’s robotaxi market remains at an early stage. Safety drivers, small fleets and selected passenger groups still define many deployments. The London approval therefore does not yet amount to a city-wide commercial service without a human driver.
Even so, the pilot will provide Uber and Wayve with valuable evidence on technical reliability, passenger behaviour and day-to-day operations. The next steps will depend on how well the vehicles perform in real traffic, how smoothly autonomous fleets can be integrated into existing mobility platforms and how regulators and passengers respond to the technology.
